The approach
A permit application is won or lost on the file that is filed, rarely on the legal argument. The work therefore starts with the documents: which ones the prefecture expects, which are missing, which will be read differently from how the applicant expects. A complete, dated file beats a well-drafted appeal six months later.
Timing is the other variable, and it is constrained: a renewal must be applied for in the two months before expiry, a change of status before the current basis is lost. These deadlines are set out at the first exchange, along with what happens if they are missed.
